PSC provides a full range of transportation planning and design services.  A critical constraint in the land development process is evaluating and effectively mitigating traffic impacts.  Land development projects are well served by an accurate understanding of access constraints and off-site traffic mitigation costs.  In that regard, we prepare transportation impact assessments (TIAs) in compliance with requirements of state departments of transportation including MassDOT’s Transportation Impact Assessment (TIA) Guidelines, requirements of municipal regulations, and standard engineering practice that allows permit granting authorities to issue project approvals.  A key aspect of the TIA is to accurately quantify traffic impacts and identify measures to avoid and minimize traffic impacts.  For traffic impacts that cannot be avoided or minimized, PSC develops and evaluates effective traffic impact mitigation measures that commonly include off-site intersection signalization upgrades.  PSC can analyze intersection signalization for both an isolated intersection or a coordinated network of intersections.

For public agencies, PSC also prepares preliminary and final designs of intersection, roadway, and highway improvements that emphasize a “complete streets” approach benefiting all facility users.  Our transportation design efforts are fully coordinated with requirements of the National Environmental Policy Act and State Environmental Policy Acts which results in facilities that are approvable because they are intrinsically designed to avoid, minimize, and mitigate environmental impacts.
